Repatriation of an Indian worker employed in Singapore
The steps for repatriation
As we are handling the repatriation process from Singapore to India, we will need to manage a range of tasks to ensure the smooth and dignified transportation of the deceased.
Here’s a streamlined process to follow:
Initial Communication
- Family Contact: We will work closely with the deceased’s family to gather all the necessary information and gain a thorough understanding of their wishes and preferences. This collaboration will ensure that every aspect of the repatriation process aligns with their expectations and respects their cultural and religious traditions.
- Notification: Notify the Singapore Police, the hospital or mortuary where the deceased is currently situated, and the Indian High Commission about the death. This step is crucial for initiating the necessary legal and administrative processes and ensures that all relevant authorities are informed and involved in the repatriation arrangements.
Documentation and Legal Formalities
- Death Certificate: We will arrange to receive the death certificate from the hospital, ensuring that it is issued and documented according to the required procedures. This certificate is a crucial component for the repatriation process and must be obtained promptly.
- Nea Export Permit: We will proceed with the export permit application once we have received all the required documents, including the death certificate, embalming and sealing certificate, HSA memo, and the original passport.
- No Objection Certificate (NOC): Once all the documents are prepared and the flight has been booked, we will proceed to the Indian High Commission in Singapore to secure the NOC and cancel the passport for the repatriation of the body.
- E – CARE: E-care, in the context of importing human remains to India, involves the digital processes and regulations for managing these sensitive situations. Once the High Commission issues the No Objection Certificate (NOC), we will promptly apply for permission for the body to enter India. Only after we receive approval from E-care will the flight be confirmed.
Body Preparation
- Embalming: We will make arrangements for the embalming of the body, taking care to ensure that the process is conducted in accordance with international standards. This step is crucial to meet the requirements for safe and respectful transportation across borders.
- Coffin Preparation: For the coffin, we will select a hermetically sealed, zinc-lined model to ensure the body is protected and meets international transportation regulations. Additionally, we will obtain both an embalming certificate and a sealing certificate, confirming that all necessary procedures have been properly completed for safe and compliant repatriation.
Flight and Logistics
- Airline Coordination: We will then book a flight and coordinate with the airline regarding the transportation of the body, ensuring all documentations is in order.
- Cargo Handling: We will then transport the coffin to the airport and supervise the handling of the coffin at the airport, ensuring it’s treated with care.
Receiving Coordination
- India Coordination: Establish contact with the Indian funeral director, sharing necessary documents like the death certificate, embalming certificate, and NOC from the Indian Consulate.
- Customs Clearance: Ensure the funeral director is prepared for customs clearance at the airport, providing them with all required documentation.
- Transport Arrangements: Arrange for an ambulance to transport the body from the airport to the funeral location, confirming the route and any special requests from the family.
- Continuous Communication: Maintain regular updates with the funeral director and keep the family informed until the body reaches its destination.
Post-Repatriation Services
- Follow-Up: Check in with the family after the body has arrived to provide any further support.
- Documentation Handover: Ensure all original documents are delivered to the family or the receiving funeral director in India.
