Burial in Singapore: Process, Costs & What Families Need to Know (2026 Guide)

In Singapore, burial is becoming less common. Today, most families choose cremation instead. However, burial remains available under strict regulations set by the National Environment Agency (NEA).

If you are considering burial, you should understand the process, the costs involved, and the rules before making a decision.

Why Burial Is Less Common in Singapore

Firstly, Singapore has very limited land. Therefore, authorities strictly control burial plots and only allow them at Choa Chu Kang Cemetery.

Secondly, burial costs significantly more than cremation. Families must pay for the burial plot, excavation, manpower, and funeral arrangements.

As a result, many families prefer cremation because it offers a more affordable and practical solution.

Where Are Burials Conducted?

NEA manages all burials in Singapore, and they take place at Choa Chu Kang Cemetery.

How Does a Burial Happen in Singapore?

The burial process follows a clear and structured sequence to ensure proper placement and identification.

  1. First, the funeral team prepares the deceased and places the body into a coffin.
  2. Next, the team transports the coffin to Choa Chu Kang Cemetery.
  3. Then, NEA prepares a burial plot with a concrete chamber.
  4. After that, the team lowers the coffin into the designated space.
  5. Finally, workers seal the grave and install a tombstone.

Why Does NEA Use Concrete Structures for Burial?

NEA constructs each burial plot as a fully enclosed six-sided concrete structure, consisting of four walls, a base, and a top cover.

This design serves an important purpose.

Previously, heavy rain and soil movement caused coffins to shift or sink. Therefore, NEA introduced this structure to prevent displacement.

  • Firstly, the coffin stays in its exact position
  • Secondly, the structure protects the grave from soil erosion
  • Most importantly, it prevents any mix-up between burial plots

As a result, even after many years, the remains stay within the exact designated location.

NEA Burial Rules You Must Know

NEA enforces strict rules for burial in Singapore to ensure fairness and proper land management.

  • The lease of a burial plot shall commence from the date of burial and shall be for the duration of fifteen years.
  • No applicant shall be entitled to reserve any burial plot.
  • Allocation of burial plots follows a strict sequential order, and NEA assigns a burial plot on the day of burial.
  • An applicant cannot choose or change to another burial plot once NEA allocates it.

In other words, families cannot pre-book, reserve, or select burial plots in advance. Instead, NEA assigns plots only at the time of need.

What Happens After 15 Years?

NEA allows burial for a period of 15 years. After the lease expires or ends, NEA will carry out the exhumation of the remains for reburial or cremation.

In addition, NEA may terminate the lease earlier under certain conditions.

  • If the cemetery is affected by redevelopment or clearance plans
  • If the applicant fails to comply with cemetery rules or regulations

NEA will issue notice through public media or send it to the applicant’s last known address.

Once NEA terminates a burial lease:

  • No refund of burial fees will be given
  • No compensation will be provided

Furthermore, if an applicant breaches any rules, NEA may recover any costs, expenses, or charges incurred due to the non-compliance.

Therefore, families should understand that burial in Singapore comes with strict long-term conditions.

Is Burial Still a Good Option?

Some families still prefer burial for religious or personal reasons. However, they must consider both the higher cost and the 15-year limitation.

In contrast, cremation provides a more practical and long-term solution.
